HARRISON, N.Y. -- Even the dead apparently have to pay the fines on their overdue books at one Westchester County library. Elizabeth Schaper said she was charged a 50-cent late fee while turning in a book that her late mother had checked out of a Harrison Public Library branch.
"I was in shock," Schaper said. "This has rocked me to my core."

Black Market For Chocolate Bars And Soda
WINNIPEG - A "black market" for junk food appears to have developed at a Winnipeg school cracking down on sweet treats and soda.
Kelvin High School has removed pop, chocolate bars and cinnamon buns from its cafeteria and vending machines as part of a new Winnipeg School Division nutrition plan.
The plan is based on provincial guidelines released in 2005.
More than 70 people have joined a Facebook site called "Bring Back Sugar to Kelvin High School."
One teen says students are making money by selling goodies out of their lockers.

City Contemplating A Rabbit Limit Law
POWELL, Wyo. — A proposed city ordinance limiting the number of rabbits per household has some City Council members in this northern Wyoming community hopping.
The council gave initial approval last week to an ordinance that limits rabbits to three breeding pairs a household.
"I know that rabbits are very big in Powell, and it's about time we got something like this on the books," Mayor Scott Mangold said.
Councilman Tim Sapp doesn't agree.
